No, you can't use this application on Skype since it's a dedicated one using the webcam to capture still images or record videos. I've looked through various website, but I didn't find anything to mention its compatibility with Skype. It's just a standalone app that uses the attached webcam to capture images and videos (with or without sounds, this depends on the type of webcam that you have installed).
Play Camera is more of a webcam manager since it also allows you to export the data to formats.
I can take a picture with my camera and I can see myself, but when I want to make a video, the page is not complete. What can I do?

In order to fix the issue, I suggest you update the Play Camera software to the latest version. Visit the review page of the product in order to obtain a link to the official download, click the green Download button, save the file to your computer and install it following the on-screen instructions. If you still have issues, I suggest your check Software Informer database for another webcam capture utility. Many of them are free of charge and fully compatible with all major webcam models.
First you need to make sure that the sound card is properly installed in your computer and its drivers are also installed. For this check, right click My Computer / Computer then Properties followed by Hardware tab and Device Manager. Make sure that under Sound category everything is running fine and the drivers are installed.
Proceed further and plug the microphone in the pink input on the back of your computer. Go to Start > Run and type sndrec32. Press Record and say something. The wave bar should display activity and you can stop the recording. Playback the content and if you can hear yourself then the microphone is working good. In other case, you might need to replace the microphone because it's possible that you have a faulty device.
